Creates felony penalty for repeat offenders with 1 or more prior convictions: fine up to $10,000 per day or imprisonment up to 2 years

Establishes felony penalty for violations causing physical injury requiring medical care: fine up to $10,000 per day or imprisonment up to 5 years

Requires courts to order water suppliers convicted under this section to notify all persons served of the violation and conviction

Takes effect 90 days after enactment
