Prohibits public employers from entering into or renewing bargaining agreements that provide paid release time for union officers or representatives to conduct union business, effective 90 days after enactment.

Exempts four categories of employees from the paid release time prohibition: employees subject to compulsory arbitration under 1969 PA 312, county jail corrections officers, state Department of Corrections officers, and transit authority employees receiving federal funding.

Clarifies that public school employers' collection of union dues or service fees from employee wages constitutes a prohibited contribution to labor organization administration, except for agreements in effect on March 16, 2012 until expiration or renewal.

Requires exclusive bargaining representatives to file independently verified annual calculations by July 1 of expenditures for collective bargaining, contract administration, and grievance adjustment, with results posted publicly on the commission website.

Establishes civil penalties of up to $500 for violations, allows individuals to pursue civil lawsuits for damages and injunctive relief with attorney fees awarded to prevailing plaintiffs, and authorizes $1,000,000 appropriation to implement related regulations.
