Amends section 519 of the 1998 Alcoholic Beverage Control Act to allow alcohol licenses on state-owned land when a large state-owned building leases space to private entities providing public services.

Permits the Michigan Liquor and Cannabis Regulatory Agency to issue licenses for alcoholic liquor sales in buildings that are state-owned, exceed 1,000,000 square feet, and lease space to private entities holding alcohol licenses.

Requires state department or agency certification before issuance and annual renewal that alcohol sales are compatible with the land's intended use and purposes.

Maintains existing exemptions for state fairgrounds, military installations, and previously licensed properties, and adds new exemptions for state waterways commission properties and state retirement system properties.

Effective immediately upon approval by the Governor on May 23, 2018.
