Increases motorcycle registration fees from $23.00 to $25.00 beginning February 19, 2019, with $5.00 per motorcycle fee directed to the motorcycle safety education fund instead of the previous $3.00.

Increases registration taxes for commercial vehicles and certain other vehicles by $2.25 regulatory fee for traffic law enforcement and safety and $5.75 fee for transportation administration collection, effective until October 1, 2019.

Establishes additional registration fees for electric vehicles beginning January 1, 2017: hybrid electric vehicles pay $30.00 more (8,000 lbs or less) or $100.00 more (over 8,000 lbs), and nonhybrid electric vehicles pay $100.00 more (8,000 lbs or less) or $200.00 more (over 8,000 lbs).

Increases electric vehicle fees further if gasoline tax exceeds 19 cents per gallon: hybrid vehicles increase by $2.50 per cent above threshold, nonhybrid vehicles by $5.00 per cent above threshold.

Becomes effective 90 days after enactment on August 14, 2018.
