Defines "memorandum of understanding" as an informal agreement between the state and another party that does not impose contractual duties or obligations on the state.

Requires memoranda of understanding signed by the governor that extend beyond the governor's term to remain in effect for successive governors until rejected or expired by their terms.

Mandates copies of all memoranda of understanding be filed in the Office of the Great Seal and made available to the public.

Requires the Department of State to post copies of all memoranda of understanding on its internet website and file copies with both houses of the legislature and the four legislative leaders (Senate majority/minority leaders and Speaker/minority leader of the House).
