Adds naturopathic medicine to the list of health professions regulated under Michigan's Public Health Code, requiring practitioners to be licensed and use designated titles like "doctor of naturopathic medicine" or "N.D."

Creates an 11-member Board of Naturopathic Medicine consisting of 6 naturopathic physicians, 1 M.D./D.O., 1 pharmacist, 1 chiropractor, and 2 public members to oversee licensure and establish practice standards.

Establishes education and licensing requirements for naturopathic physicians, including graduation from an approved naturopathic medical program and passage of a competency-based national licensing examination.

Defines the scope of naturopathic practice to include physical and laboratory examinations, dietary supplements, certain prescription drugs on an approved formulary, herbal medicine, musculoskeletal mobilization, and minor office procedures, while prohibiting controlled substances, surgery (except minor procedures), anesthesia, and other restricted medical practices.

Requires the Department of Health to establish an annual fee schedule for naturopathic physician licensure and establish a naturopathic formulary listing approved drugs; licenses expire every 4 years and do not require third-party reimbursement or worker's compensation coverage.
