Increases maximum axle loading for tandem axle assemblies carrying agricultural commodities to 17,000 pounds per axle if axles are spaced at least 36 feet apart and gross vehicle weight does not exceed 80,000 pounds, with exemption from seasonal weight restrictions.

Establishes permit procedures for agricultural commodity haulers and public utility vehicles to bypass seasonal weight restrictions, requiring 48-hour advance notice to county road commissions for agricultural hauling and annual seasonal permits for utility work.

Provides exemptions from seasonal weight restrictions (March-May) for vehicles transporting agricultural commodities, public utility vehicles performing emergency and non-emergency work, and propane delivery vehicles operating at 35 mph or less with tanks filled to 50% capacity.

Allows natural gas-powered vehicles with gross weights of 80,000 pounds or less to exceed standard axle loading limits by up to 2,000 pounds to account for the additional weight of natural gas tank and fueling systems compared to diesel systems.

Effective date of September 27, 2018, 90 days after enactment on June 27, 2018.
