Extends the Criminal Justice Policy Commission's sunset date from September 30, 2019 to allow continued operation and policy development regarding state and local sentencing practices.

Requires the commission to collect, analyze, and disseminate data on sentencing policies, prison and jail populations, recidivism rates, and the effectiveness of sentencing guidelines.

Mandates the commission develop sentencing guideline modifications that protect the public, proportionately address offense severity and criminal history, reduce sentencing disparities, and specify when imprisonment versus intermediate sanctions are appropriate.

Requires prison and jail impact reports accompanying any proposed sentencing guideline modifications, including projections of effects on state and local correctional facility capacity.

Establishes that sentencing guideline modifications for cases with minimum sentence ranges of 18 months or less must include recommended intermediate sanctions as alternatives to incarceration.
