Replaces "shall" with "must" language in crime victim compensation award requirements (technical/stylistic change).

Adds exception to the 48-hour crime reporting deadline for criminal sexual conduct victims who were under 18 years old at the time of the crime, allowing reporting up to age 19.

Allows exceptions to the 48-hour reporting deadline when the Crime Victims Compensation Commission finds the delay was justified for good cause.

Allows exceptions to the 48-hour reporting deadline when the commission is making a payment under section 5a.

Modifies requirements for crimes occurring while a victim is confined in a federal, state, or local correctional facility, requiring prosecutor affidavit support for such claims.

Takes effect 90 days after enactment.
