Amends the State School Aid Act of 1979 to appropriate funds for higher education for fiscal year ending September 30, 2019.

Sets gross appropriation at $100.00 with all revenue sources (federal, state general fund, and restricted revenues) also listed as $100.00, effectively creating a zero-dollar budget placeholder.

Removes detailed allocations to individual public universities (Central Michigan, Eastern Michigan, Michigan State, University of Michigan, Wayne State, Western Michigan, and others) that were previously specified in the original bill.

Removes specific appropriations for grants and financial aid programs including state competitive scholarships ($26.3 million), tuition grants ($38 million), tuition incentive program ($58.3 million), and Project GEAR-UP ($3.2 million).

Establishes legislative intent in Section 236a that appropriations for fiscal year 2019-2020 will be determined after the January 2019 consensus revenue estimating conference, allowing for adjustments based on caseload, federal funding, economic factors, and available revenue.
