Removes appropriations for fiscal year 2017 and replaces prior appropriation amounts with $100.00 placeholders for fiscal year 2019, effectively creating a zero-dollar budget pending future action.

Changes the fiscal year reference in Section 11 from 2018 to 2019 for state school aid appropriations from multiple fund sources including the state school aid fund, general fund, and community district education trust fund.

Eliminates $23,100,000.00 appropriation from the MPSERS retirement obligation reform reserve fund that was previously included for fiscal year 2018.

Maintains unchanged provisions in Section 17b establishing the schedule and method for distributing state school aid payments to districts and intermediate districts in 11 installments throughout the fiscal year.

Allows the superintendent with written concurrence from the state treasurer and budget director to authorize early release of funds to districts for temporary and nonrecurring needs, not to exceed 30 days before the scheduled payment date.
