Amends Michigan's criminal sentencing guidelines (MCL 777.15g) to add seven specific felonies related to child welfare and protection matters under chapters 721-730 of the Michigan Compiled Laws.

Classifies failure to report arraignment for criminal charges at licensed child care organizations (MCL 722.115e) and foster family homes (MCL 722.115i) as Class G felonies with a maximum 2-year sentence.

Establishes Class G felony classification for third and subsequent offenses of failure to report child abuse or neglect (MCL 722.633(4)) with a maximum 4-year sentence.

Adds five other child-related felonies to the sentencing guidelines including false reports initiating high-risk investigations, intentional false reports of child abuse, distributing obscene matter to children, and surrogate parenting violations.

Takes effect 90 days after enactment, conditional on Senate Bill 874 of the 99th Legislature being enacted into law.
