Appropriates $49,866,900 from the Michigan Natural Resources Trust Fund for capital outlay projects in fiscal year 2017-2018.

Funds 137 land acquisition and park development projects across Michigan counties, including the Sargent Minerals Co. land acquisition in Mason County ($12,500,000) and the Ottawa Sand acquisition in Ottawa County ($4,200,000).

Allocates $12,338,000 for acquisition grants-in-aid and $16,897,000 for development grants-in-aid to local units of government for parks, trails, and recreational facilities.

Requires grant recipients to dedicate acquired or developed land to public outdoor recreation in perpetuity and provide the state with a minimum 1/6 royalty interest in retained minerals on parcels larger than 5 acres.

Lapses and redirects $4,780,800 from withdrawn projects authorized in prior years (2013-2016) back to the Michigan Natural Resources Trust Fund for reappropriation.
