Allows colleges, universities, or secretary of state-approved persons to conduct driver education instructor preparation programs with prior approval.

Requires driver education instructor preparation programs to consist of at least 4 courses covering driver task analysis, classroom and program knowledge, vehicle operation skills, and practicum.

Each course must consist of at least 2 semester hours and extend for not less than 3 weeks.

Instructors teaching preparation courses must hold a master's degree or bachelor's degree in education from an accredited college and hold a valid driver education instructor certificate.

Allows driver education course credits earned in other states to be accepted if they substantially meet Michigan's requirements and are approved by the secretary of state; exempts applicants for truck driver training instructor certificates.
