Adds definitions including "change of ownership," "controlling interest" (51% or more voting rights), and "principal" (20% or more ownership), with notification requirements to the department within 30 days of ownership changes.

Requires mobile home park and seasonal mobile home park owners to obtain licenses from the department with 3-year terms; creates a public list of all parks showing licensing status updated monthly by the department.

Authorizes local governments to inspect rental mobile homes for safety (limited to furnace, water heater, electrical, plumbing, ventilation, heating, structural integrity, and smoke alarms) on a 3-year cycle or upon complaint, but prohibits enforcement of construction standards exceeding federal standards.

Increases penalties for operating parks without licenses to up to $100,000 in fines and grants the department authority to enter parks and perform necessary maintenance or repairs at owner expense if violations are not corrected within 60 days.
