Permits wireless communications equipment as an allowed use on existing structures or equipment compounds if height increase does not exceed 20 feet or 10% of original height (whichever is greater) and compound area does not exceed 2,500 square feet.

Establishes a 60-day approval timeline for special land use permits for wireless equipment that exceeds height or area limits, with automatic approval if local government fails to decide within the deadline.

Limits application fees for wireless equipment reviews to the lesser of the local government's actual costs or $1,000, and requires written notice within 14 business days if applications are incomplete.

Allows local units to continue regulating mining operations' hours, blasting, noise, dust control, and traffic as long as regulations reasonably accommodate customary mining activities and comply with state law.
