Allows implements of husbandry to operate at any width on highways for farming operations without special permits, with restrictions on nighttime and poor visibility operation.

Permits vehicle combinations up to 106 inches wide to transport new motor vehicles and parts between manufacturing facilities within the same city (in counties with 400,000-500,000 population and within 10 miles of each other) under annual special permits.

Allows boat lifts and oversized hydraulic boat trailers operated by marinas or watercraft dealers to move on highways under annual permits, excluding limited access highways.

Exempts vehicles transporting agricultural commodities from seasonal weight restrictions (March-May) upon 48-hour advance notice to county road commissions; includes similar exemptions for emergency and nonemergency public utility work with permit requirements.

Increases axle loading maximums by 10% for vehicles transporting agricultural commodities or raw timber from harvest/storage to first delivery point, excluding interstate highways and roads with active seasonal restrictions.
