Prohibits any person from knowingly and intentionally using an unmanned aircraft in a manner that interferes with operations of a key facility, correctional facility, or law enforcement facility.

Prohibits flying or hovering an unmanned aircraft over facilities listed on the Federal Aviation Administration's registry of fixed site facilities under the FAA Extension, Safety, and Security Act of 2016.

Violations are felonies punishable by imprisonment for not more than 4 years, a fine of not more than $2,500, or both.

Exempts commercial unmanned aircraft operators who comply with all applicable Federal Aviation Administration regulations, authorizations, and exemptions.

Takes effect 90 days after enactment.
