Creates a rebate program requiring the Michigan Liquor Control Commission to pay small distillers 50% of gross profit earned from selling spirits manufactured using at least 40% Michigan-grown distilled grain in a calendar year.

Small distillers must file rebate requests by April 15 of the year following the calendar year for which payment is requested, with the commission making payment within 90 days of receiving a valid request.

Requires small distillers to maintain complete records of all distillery transactions, including distilled grain receipts and withdrawals, contracts, and acknowledgment forms, subject to examination by the Department of Agriculture and Rural Development during normal business hours.

Defines "distilled grain" to include dry barley, oats, small grains, cereal grains, potatoes, and corn.

Takes effect only if Senate Bill No. 579 of the 99th Legislature is enacted into law.
