Reduces the 30-day purchase limit for ephedrine or pseudoephedrine from 9 grams to 7.2 grams.

Adds a new annual purchase limit of 61.2 grams of ephedrine or pseudoephedrine within a single calendar year.

Violation of the daily limit (3.6 grams) or the new annual limit (61.2 grams) is a misdemeanor punishable by up to 93 days imprisonment or a $500 fine.

Maintains existing penalties for possession exceeding 12 grams (felony up to 2 years) and purchasing/possessing with intent to manufacture methamphetamine (felony up to 5 years).

Exempts licensed manufacturers, retailers with proper licenses, individuals with prescriptions, pediatric products for children under 12, and other authorized persons from these limits.
