Amends the definition of "state park revenues" to include revenue from recreation passport fees, motor vehicle permits, concession fees, nonmotorized trail permits, camping fees, sale of farm animals from Maybury state park, donations, and gifts.

Clarifies definitions for commercial motor vehicles, resident motor vehicles, nonresident motor vehicles, endowment funds, state parks, and state park improvement accounts under Michigan's natural resources law.

Defines "improvement program" to include construction, reconstruction, development, and maintenance of state park facilities such as roads, parking lots, bathhouses, ski areas, visitor centers, and administration units.

Does not take effect unless Senate Bills 763 and 931 of the 99th Legislature are also enacted into law.

Does not take effect unless Senate Joint Resolution O becomes part of the Michigan Constitution through the required amendment process.
