Changes references from "pistol" to "firearm" in sections 223, 232a, and 237a of the Michigan Penal Code to broaden the scope of firearm regulations.

Establishes penalties for selling firearms to persons under 18 years of age, with first offense as misdemeanor (up to 90 days imprisonment or $500 fine) and second offense as felony (up to 4 years imprisonment or $2,000 fine).

Prohibits sellers from knowingly selling firearms or ammunition to persons under indictment for felony or prohibited from possessing firearms under section 224f, with violation punishable by up to 10 years imprisonment or $5,000 fine.

Increases penalties for prohibited conduct in weapon-free school zones, including enhanced felony and misdemeanor sentences with up to 150 hours community service and fines up to 3 times the base offense maximum.

Creates exemptions from weapon-free school zone restrictions for school security personnel, peace officers, school-provided instructional weapons, and non-students transporting firearms in specific manner while transporting students (requires unloaded firearm in trunk or secured wrapper).
