Appropriates $100,000,000 from the talent investment fund for fiscal year 2017-2018 to support K-12 education programs focused on high-demand career fields, known as the "Marshall Plan for Talent."

Allocates $36,485,000 for K-12 expansion programs including competitive grants for talent consortiums ($29,935,000), cybersecurity training ($1,100,000), competency-based learning infrastructure ($450,000), and an innovative educator program ($4,000,000).

Provides $18,500,000 for equipment grants to districts in talent consortiums to purchase or lease equipment for workforce development programs, with required 25% matching funds.

Establishes the Michigan Talent Pledge Scholarship Program with $25,500,000 to provide scholarships and stipends to low-income individuals pursuing credentials in high-demand fields through community colleges and universities.

Creates the Michigan Career Development Navigator Program with $14,500,000 in grants to hire counselors and expand web-based career preparation platforms to increase college and career readiness.
