Creates the Going pro talent fund and Going pro talent program administered by the Department of Talent and Economic Development to provide competitive awards to qualified employers for workforce training.

Allows Michigan works agencies to submit applications on behalf of qualified employers for training plans in areas including talent enhancement, worker productivity, leadership training, and employee retention.

Establishes training plan requirements including maximum 6-month duration (unless approved by department), completion within 1 year of award approval, provision by qualified training providers, and exclusion of basic training.

Permits award funds to cover classroom training costs, on-the-job training with wage reimbursement, and other department-approved costs, but prohibits use for equipment, licensing fees, curriculum development, travel, or online subscriptions.

Requires the department to submit annual reports by March 15 beginning in 2019 detailing funding awarded by industry and region, application statistics, awardee information, and training completion data.
