SB-0956 Summary

• Authorizes the Michigan Secretary of State to issue enhanced driver licenses and enhanced official state personal identification cards to applicants who provide proof of U.S. citizenship, identity, date of birth, Social Security number, residence address, and a photographic identity document.

• Permits enhanced identification cards to include radio frequency identification (RFID) technology limited to a randomly assigned encrypted number without biometric data, requiring applicant acknowledgment before issuance.

• Requires reasonable security measures on enhanced cards to protect against unauthorized disclosure of personal information and ensures RFID technology is secure from unauthorized data access.

• Mandates that beginning February 16, 2021, the Secretary of State shall issue corrected enhanced identification cards displaying a designated address (rather than residence address) to individuals certified as participants in the address confidentiality program, upon notice from the Department of the Attorney General.

• Takes effect 180 days after enactment and is contingent upon Senate Bill No. 655 of the 99th Legislature also being enacted into law.
