Creates a state innovation waiver task force to develop recommendations for obtaining a state innovation waiver under the Affordable Care Act Section 1332.

Governor must appoint task force members within 14 days, including representatives from the Michigan Hospital Association, Michigan Small Business Association, Michigan Chamber of Commerce, Michigan Association of Health Underwriters, Michigan Association of Health Plans, the insurance department, residents of Michigan, and employees from qualified health insurers.

Director of insurance or designee shall serve as presiding officer and must convene the task force no later than September 1, 2018, with recommendations due to the director by March 31, 2019.

Task force recommendations must include a comprehensive implementation plan, specific ACA provisions to waive, supporting federal compliance information, necessary legislative language, and evidence of compliance with public notice requirements under 45 CFR 155.1308.

Director shall file at least one recommended state innovation waiver with appropriate federal agencies as soon as practicable for implementation subject to federal approval.
