Amends Michigan Vehicle Code Section 653a to expand the "move over" law to apply when approaching any stationary vehicle with flashing lights, not just authorized emergency vehicles.

Requires drivers on multi-lane roads to move at least 1 lane or 2 vehicle widths away from a stationary vehicle, or reduce speed and proceed with caution if lane change is unsafe or impossible.

Establishes misdemeanor penalty of up to $500 fine or 90 days imprisonment for violations of the move-over requirement.

Increases penalty to felony with up to $1,000 fine or 2 years imprisonment if violation causes injury to any individual in the immediate area of the stationary vehicle.

Increases penalty to felony with up to $7,500 fine or 15 years imprisonment if violation causes death to any individual in the immediate area of the stationary vehicle; takes effect 90 days after enactment.
