Prohibits attempting to intimidate, threaten, hinder, or obstruct public officers, public employees, or peace officers in discharge of official duties with intent to interfere with legal process using unauthorized process.

Expands prohibited conduct to include threatening harm to officers or their immediate family members, using or threatening force, offering benefits, and engaging in harassment including disseminating personal information via social media with intent to intimidate or influence.

Carves out exception for dissemination of publicly available information if not used in intimidating, threatening, or harmful manner.

Establishes penalties: misdemeanor punishable by up to 2 years imprisonment or $1,000 fine for first offense; felony punishable by up to 4 years imprisonment or $2,000 fine for subsequent violations.

Clarifies that prohibited conduct does not apply to lawful liens, lawful assembly, free expression of opinions, or technical defects in legal process documents unrelated to the substance of underlying claims.
