Amends section 3 of the 1976 Open Meetings Act to replace "shall" with "must" in provisions requiring public body meetings to be open to the public.

Clarifies that the right to tape-record, videotape, broadcast live on radio, or telecast live on television public meetings does not require prior approval of the public body.

Changes language regarding persons addressing public body meetings from "shall be permitted to" to "may," allowing public bodies to establish rules under which persons may address meetings.

Adds a new exemption for homicide review teams established by law from complying with the Open Meetings Act requirements.

Takes effect 90 days after enactment, contingent upon Senate Bill No. 978 also being enacted into law.
