School districts, intermediate school districts, and public school academies must develop and adopt an emergency operations plan for each school building by January 1, 2020, with input from the public and approval by majority board vote.

Emergency operations plans must include procedures addressing school violence, threats, bomb threats, fire, weather emergencies, intruders, parent-pupil reunification, security improvements, active violence protocols, and vulnerability assessments.

Schools must conduct a biennial review of their emergency operations plan in conjunction with at least one local law enforcement agency, beginning in the 2019-2020 school year.

Schools must notify the state department within 30 days of completing a plan review or adopting a new emergency operations plan; the state education department must annually report non-compliant schools to the state police office of school safety.

Emergency operations plans and related information are confidential and exempt from public disclosure under the Freedom of Information Act; effective date is March 21, 2019.
