Clarifies that privacy law prohibitions do not prevent disclosing information in the ordinary course of business, including marketing goods and services to customers or potential customers when written notice is provided.

Limits civil actions for violations to customers who have suffered actual damages, eliminating claims for violations without proof of monetary harm.

Applies these clarifications retroactively as if enacted with the original 1988 statute in response to recent federal court opinions.
