Creates a new local agency wetland mitigation advisory board with 7 members (4 voting road agency representatives, 1 voting engineer, and 2 nonvoting department representatives) to replace the existing 9-member local agency wetland mitigation bank advisory board, effective April 1, 2019.

Dissolves the original local agency wetland mitigation bank advisory board on April 2, 2019.

Maintains the $2,000,000 annual appropriation to the local agency wetland mitigation board fund from motor fuel tax revenue, with a maximum fund balance of $8,000,000 at the start of each fiscal year.

Authorizes the board to approve funding for wetland mitigation activities including engineering, land purchase, construction, monitoring, conservation easements, and purchasing mitigation bank credits from approved banks.

Requires the board to report annually by October 1 to legislative transportation and natural resources committees on funding applications received, awards granted, and fund utilization.
