Renames 2003 PA 238 to the "Michigan law on notarial acts" and updates its title to recognize notarial acts performed outside the state.

Notarial acts performed in other states by authorized notaries public, court officers, or other state-authorized individuals have the same effect as acts performed by Michigan notaries, with signatures and titles serving as prima facie or conclusive evidence of authority.

Recognizes notarial acts performed under the authority of federally recognized Indian tribes, federal law (including military service and U.S. Department of State notarizing officers), and foreign countries, with varying evidentiary standards for authenticity.

Apostilles issued under the Hague Convention of October 5, 1961, and consular authentications from U.S. Department of State notarizing officers conclusively establish the genuineness of signatures and authority of foreign officials.

Effective 90 days after enactment (March 12, 2019), contingent upon simultaneous enactment of Senate Bills 664, 997, and 998.
