Authorizes county registers of deeds to receive, index, store, and transmit electronic documents for recording, and to convert paper documents into electronic form.

Requires county registers of deeds accepting electronic documents to continue accepting paper documents and maintain both in the same index.

Establishes an 8-member Electronic Recording Commission within the Department of Technology, Management, and Budget, consisting of 4 county registers of deeds, 1 title professional, 1 banker, and 1 real property attorney, appointed by the governor.

Directs the commission to adopt standards for electronic document recording and electronic notarization, considering national standards, other jurisdictions' practices, and information security requirements.

Becomes effective 90 days after enactment (March 12, 2019), contingent on enactment of Senate Bills 664, 996, 997, and 998.
