Department must promulgate rules ensuring comprehensive, high-quality training of foster care and adoption workers with emphasis on cultural sensitivity, interagency cooperation, and respect for individuals and families.

Department shall maintain a directory of children available for adoption with reasonable public access and establish a registry of adoptive homes as a central clearinghouse for prospective adoptive parent information.

Department must provide adoptive home registry information without charge to biological parents or child placing agencies requesting it.

Department may establish pilot foster parent resource centers to provide respite care support, child care assistance, and activities promoting permanency for children with special needs, with evaluation required after 2 years of operation.

Act takes effect September 27, 2018 (90 days after enactment on June 27, 2018).
