Establishes a 90-day deadline for the state department to issue or deny licenses and permits for regulated dairy activities (excluding manufacturing grade dairy farms and bulk milk haulers/samplers).

Requires the department to notify applicants of incomplete applications within 30 days, with the 90-day processing period paused until the applicant submits requested additional information.

Mandates the department refund the license fee and reduce the next renewal fee by 15% if it fails to meet the 90-day deadline.

Defines "completed application" to include applications submitted with all required fees, fines, and information from local governments, federal agencies, or private entities, but not from other state departments.

Takes effect 90 days after enactment (September 27, 2018).
