Eliminates the outdated dual licensing system for pet shops that expired September 30, 2012, and establishes a single $150.00 license fee issued upon application and payment.

Requires the Department of Agriculture to issue initial or renewal pet shop licenses within 90 days of receiving a completed application, with a 30-day notice requirement for incomplete applications.

Authorizes refund of license fees and 15% discount on next renewal if the department fails to meet the 90-day issuance deadline.

Directs all pet shop license fees and inspection fees to be deposited into the agriculture licensing and inspection fees fund for administration of licensing duties.

Becomes effective 90 days after enactment (September 27, 2018).
