Initial food service licenses must be issued within 90 days of a completed application, and renewal licenses within 120 days of a completed application.

Department must notify applicants of incomplete applications within 30 days, describing deficiencies and requesting additional information; the processing timeline is paused until requested information is received.

If the department fails to issue or deny a license within the required timeframe for an establishment ready to operate, the department must refund the license fee and reduce the renewal license fee by 15%.

A "completed application" includes the application, applicable fees, and any required information or approvals from local government, federal agencies, or private entities, but not from other state departments; for initial applications, it also includes facility construction completion and passing evaluation.

The act took effect 90 days after enactment, with the approval date of June 27, 2018, making the effective date September 27, 2018.
