Director of corrections must ensure prisoner transfers under the interstate corrections compact do not disproportionately affect prisoners by race, religion, color, creed, or national origin, and must prioritize volunteers meeting eligibility criteria.

Prisoners transferred out-of-state due to bed space needs must receive law library materials, cannot be transferred if they have significant medical or mental health needs, and cannot be confined in another state for more than 1 year without written consent.

Parolees convicted of violent felonies must receive a home visit within 45 days of parole and quarterly LEIN checks, while parolees with substance abuse history on intensive or higher supervision must submit to substance abuse testing at least twice monthly.

Department must report quarterly to the legislature on the number of parolee absconders and those who have been absconders for more than 3 months.

Work camp prisoners assigned to community employment, public works, or charitable projects (501(c)(3) organizations) must not displace employed workers, and collective bargaining agreements must be honored; prisoners must reimburse the department for food, clothing, and travel expenses from their wages.
