Establishes mandatory dealer training programs for eligible used vehicle dealers, including prelicensure training, designated individual training, and continuing education offered at least twice quarterly by the department or approved trade organizations.

Requires applicants for original used vehicle dealer licenses to complete a prelicensure training program within 6 months before application, with exemptions for license renewals and dealers already licensed before the effective date.

Mandates that each retail sales location of an eligible used vehicle dealer designate an employee to complete required training within 90 days of license issuance, with designated individuals limited to no more than 3 locations per person.

Requires continuing education training of at least 2 hours every 24 months for designated individuals at eligible used vehicle dealer locations, covering title transfers, record keeping, consumer protection, and tax collection.

Makes dealer license renewal contingent upon certification of compliance with all applicable training requirements, with the effective date of the training requirements set for 90 days after enactment (March 20, 2019).
