Authorizes the Department of Technology, Management, and Budget to convey or transfer state-owned properties under the Department of Corrections jurisdiction located in Ionia, Grand Traverse, and Tuscola Counties through quitclaim deed or jurisdictional transfer.

Requires approval from the State Administrative Board before any property conveyance, with the Attorney General approving all legal documents for the transfers.

Permits transfer of property to the Michigan Land Bank Fast Track Authority, which must convey properties according to the Land Bank Fast Track Act and deposit net revenue into the Land Bank Fast Track Fund.

Requires net revenue from property sales to be deposited in the state treasury's general fund; authorizes the state to retain 1/2 of gross revenue from any oil, gas, or mineral development on conveyed property.

Reserves state rights to aboriginal antiquities and requires maintenance of any property previously used as a historical monument, memorial, burial ground, park, or protected wildlife habitat in perpetuity.
