Requires the department to request information on Medicaid divestment penalty debt from providers and report annually to nursing facility stakeholders.

Allows nursing facilities to request outstation workers to facilitate Medicaid eligibility determinations and requires automatic application of court-ordered payments before calculating patient-pay amounts.
