Requires recognized target ranges and shooting facilities to verify that individuals are not prohibited from possessing firearms before renting, leasing, or loaning them a firearm.

Verification may be completed through one of three methods: a background check via the federal National Instant Criminal Background Check System, proof of a valid concealed pistol carry license, or proof of a valid firearms license under section 2.

Exempts firearm rentals, leases, or loans from verification requirements when the individual is receiving instruction in a gun safety or training class under direct instructor supervision, or when under direct range master supervision during the rental or borrowing period.

Establishes civil infraction penalties of up to $500 for target ranges or shooting facilities that violate the verification requirement or whose employees violate it.
