Requires federally licensed firearms dealers to include either a commercially available trigger lock or gun case/storage container with each firearm sale in Michigan.

Mandates dealers provide free safety brochures with firearm sales and obtain signed statements from both dealer and purchaser confirming compliance with safety requirements.

Requires dealers to notify the Michigan Department of State Police within 1 hour when a customer is denied a firearm purchase due to failing the national instant criminal background check system, including the buyer's identity, denial date/time, and purchase location.

Prohibits political subdivisions from bringing civil actions against firearm and ammunition manufacturers, with limited exceptions for breach of contract, warranty claims, or product defects when the subdivision is the purchaser.

Protects federally licensed firearms dealers from liability for firearm misuse if the sale complies with this section and applicable law; establishes criminal penalties of up to 93 days/fine for first violation, up to 1 year/fine for second violation, and up to 2 years/fine for third or subsequent violations.
