Expands 1925 PA 368 to include broadband companies alongside telegraph, telephone, power, cable television companies, and municipalities that may construct and maintain lines and structures on public highways and waterways.

Requires broadband companies and other utilities to obtain consent from local governing bodies before constructing infrastructure on public roads, bridges, streets, or waters, except as provided for federal utilities under 23 CFR 645.105.

Allows federal utilities to use limited access highway rights-of-way longitudinally without local consent, subject to state transportation commission and Michigan public service commission standards, with a one-time installation permit fee capped at $1,000 per mile (minimum $5,000 per permit).

Waives permit fees for entities required to relocate facilities by governmental entities, except when the entity originally placed facilities in unauthorized locations.

Authorizes the state transportation department to permit electronic traffic data collection devices and related structures within highway rights-of-way, with revenue deposited into the state trunk line fund; effective March 21, 2019.
