Renames department of management and budget to department of technology, management, and budget, with director appointed by governor subject to senate confirmation and serving as state chief information officer.

Establishes chief information officer responsibilities including leading IT infrastructure reenengineering, coordinating statewide IT strategy, standardizing data elements across executive branch, and reviewing IT budget proposals jointly with state budget director.

Requires governor to submit 5-year strategic plan with each budget beginning fiscal year 2020-2021, including mission, vision, goals, strategies, and performance measures for all state departments.

Directs state budget director to publish annual internet report within 9 months of fiscal year end containing 5-year financial data on revenues, expenditures, fund balances, state debt, unfunded pension obligations, and employment statistics.

Requires principal departments to establish internal control systems, conduct biennial evaluations, and report findings to governor, auditor general, and legislature by May 1 of odd-numbered years; expands internal auditor responsibilities for investigating allegations and serious problems.
