SB 1052 Summary

• Senate Fiscal Agency must prepare fiscal analyses for each bill scheduled for a Senate standing committee hearing, including a summary of changes to existing law and estimates of revenue and expenditure impacts.

• Fiscal analyses must estimate impacts on state taxes or fees if the bill would increase or decrease them, and must include estimates of any federal funding impacts to the state.

• House Fiscal Agency must prepare identical fiscal analyses for each bill scheduled for a House standing committee hearing under the same requirements as the Senate.

• Both fiscal agencies must provide completed analyses to committee clerks and make them available to the public on the internet.

• Revised fiscal analyses must be prepared as necessary to incorporate any changes made to bills during the legislative process, and the act takes effect 90 days after enactment.
