Expands valid voter identification to include digital photographs of state ID cards, driver's licenses, or other government-issued photo ID in addition to physical copies for voter registration and voting.

Allows voters without acceptable photo identification to sign affidavits during voter registration and at polling places to establish eligibility to vote.

Establishes procedures for provisional ballots, requiring verification within 6 days after election with acceptance based on valid voter registration records or identity documents establishing current residence.

Requires identification when obtaining absent voter ballots in person, with option to sign affidavit if identification is unavailable.

Changes mandatory language ("shall") to permissive language ("may" or "must") throughout Michigan election law provisions and changes effective date from 2013 to March 28, 2013.
