Allows clubs to count all income sources, including proceeds from alcoholic liquor sales, when determining financial sufficiency to meet annual operating expenses.

Maintains existing requirements for club licenses including membership restrictions, 2-year existence period, public notice procedures, and member list filing with the commission.

Preserves provisions allowing veterans' organizations and fraternal associations to recognize members from other branches or chapters with valid identification cards.
