Increases circuit court reporter and recorder transcript fees from $1.75 to $3.50 per original page for transcripts ordered by any person.

Increases copy transcript fees from 30 cents to 75 cents per page for each copy, unless a lower rate is agreed upon.

Maintains that reporters and recorders receive the same compensation from the county when transcripts are ordered by the circuit judge.

Removes provisions allowing the Michigan Supreme Court to authorize higher transcript fees ($3.00 per original page and 50 cents per copy) for timely filed transcripts in differentiated case management civil appeal programs.

Preserves the rule that reporter and recorder fees for transcripts used in motions for new trial or appeal preparation may be recovered as taxable costs by the prevailing party.
